I have a new installation of KDE neon as based on the Kubuntu 16.04 LTS.
As a result, KDE neon is started successfully.
I think there is improvement, even Kubuntu from this result, after I was live started in Kubuntu 16.04 ISO,
also put the following command in Konsole:
$ sudo apt update
$ sudo apt install ubiquity (not "upgrade")
Then was installed, Kubuntu has booted successfully.
This problem seems to be in ubiquity.
Because you are starting the ubiquity before you run the "Download updates during the Installation",
it does not solve. Run the apt.
