I thought I should update this - this came up in KDE brainstorm, and now I have packagekit for Jaunty I remembered that I promised to do this, so finally got round to writing it.
This handles listing all packages installed via "package:/" and contents of a package with package:/packagename
(i.e package:/amarok)
Calling it with apt:/ instead of package:/ is simply a case of changing the relevant line in the .desktop file.
It does not currently handle installing files ala the firefox "apt:/" I'm not sure how to do that without conflicting with listing installed files, without it getting very confusing for the user.
