I think this point as invalid. Everyone
can install it's own version of a soft-
ware. Following your argumentation mean
that any 'dependency' is optional. This
makes no sense.

for special cases like yours one can
a) download the source and remove the
tetex-bin depencency and rebuild
b) installing equivs pkg and create
a dummy tetex-bin to satiesfy dependencies

'2) Installing kile adds too little'

kile recommends kdvi and kghostview.
Using aptitude, the pkgs would have been
installed by default. Using apt it
would told you that it's recommended
to install them.

Because there are alternatives available
(xdvi, gv. etc.) and there availibilty
is not essential, IMHO the recommends is okay.
Depends would be too strong.

I suggest to close this report as invalid.
