I can confirm the bug, and the workaround, on two different notebooks that upgraded to 9.04. One is a Thinkpad X61, and one is an ASUS Eee 1000. In both cases, Kate is noticeably slow in all cursor activity, and painfully slow when editing longer lines. Often, characters will appear half a second or a second after typing. By comparison, gedit responds normally. Running "kate --graphicssystem raster" provides a normal experience.
