a) I think Akregator is detecing properly if a systray is avilable in it's KDE 4 version
b) I think even in earlier versions the window manager would have to declare that it is not free desktop compatible, which would also deactivate the systray
c) I doubt that Ion3 users really get confused by that picture.
Closing as won't fix, please file this for KDE directory on http://bugs.kde.org but I doubt they would want to implement either. Sorry.
