This is not MSN. He's referring to the SIP MESSAGE method, which is the basis for the 3GPP IMS messaging among other things. There are also standards for most of the familiar IM goodies like presence, etc in the pipeline or standardized. As a bonus, Google Talk sounds like it will support SIP for voice communication, so it might not be an entirely wasted effort.
RFCs 3261, 3428, and 3856 are particularly relevant.
