I was just about to file this bug... I agree. When I have my bluetooth module turned on, Bob's my uncle. When it's turned off, however, I get this super-cryptic, totally non-newbie-friendly message.

I suggest something like "No Bluetooth services found; either there is no Bluetooth hardware, or bluez is not running."
