In Ubuntu 9.10 you can solve this problem as follow:
- goto advanced settings for this program
- go to the "geometry" tab
- check the "size" box and input your preferred size
- check the maximize horizontally and select "apply initially"
- check the maximize vertically and select "apply initially"
- uncheck the two boxed behind the last two lines
That's all, every new konsole window should open with the fixed size.
