Sorry, I was wrong:
"rm /etc/localtime && ln -s /usr/share/zoneinfo/Europe/Prague /etc/localtime"
did not help.. after restart the time was UTC again...
"cat /etc/default/rcS | grep UTC" gives "UTC=no"
"show UTC" option of applet is unchecked,
zone is Europe/Prague (UTC+1)
but clock applet still shows UTC when synchronization is enabled
