Considering that the bug appears to be in upstart or gdm and affects users of both grub-pc and grub-legacy (not that either has been mentioned anywhere in the bug report), I can't say I support this theory.
Also, any bug that causes login to be delayed, annoying, cumbersome, or impossible is a very important bug.
Users expect to get from power-on to desktop in as little time as possible with zero stress. At least I do.
