No, Aaron, both the windows and the widgets are square. Maybe if the widgets were made round the current behaviour would be acceptable.
The problem is two-fold:
1) The current behaviour is non-intuitive.
2) The current behaviour does not let the user configure his desktop in a top-down fashion: put the widget at the top, size it how you wish. The current behaviour forces the user to resize the plasmoid before he can put it at the top of the desktop. The problem is, due to reading from top-down users are inclined to organize their desktops in a similar fashion.
