they appear on whatever side the mouse is when the handle appears
"the user must carefully measure and find the center of their desired location"
plasma hasn't done center-based resize in a while now. it resizes with the opposite side of the object anchored and the resize happening by moving the top corner by the handle (where the mouse is).
