on fedora,
yum install virtuoso-opensource-utils

look in /usr/libexec/virtuoso/
for isql, isqlw, inifile

I'm not sure what isql-tw is supposed to refer to, but I'm guessing just the 'isql' tool (maybe suse renamed it or something).
