@zephirum, spankin, daniel: Does it just not show up or do you get the "Could not parse XML file" message? Do you have knetworkconf-kde4 installed (you should by default).
As a workaround, install knetworkconf and run it with
kdesudo kcmshell kcm_knetworkconfmodule
