I can reproduce this bug.
Open Kwrite, write á works ok.
Then after changing encoding even to UTF-8 i can no longer write accented character.

Default encoding in Settings->open/save->General is set to UTF-8

KDE 4.2 on archlinux (kdemod)
QT 4.4.3
