I think it is something to do with the plasma-netbook interface.
I know that when I installed kubuntu on the netbook with a liveUSB drive a couple versions ago, it at least had a link to system settings so I could figure out how to get rid of the netbook interface.
It is a huge pain to try to get a run command, system settings, internet, drivers... anything.
I highly suggest removing the plasma-netbook interface because it doesn't do anything other than clutter and confuse.... If it can be made usable, it should be as a user selectable option. but it simply does not work.
