Plasma Active 3 doesn't respond to touchscreen input

Bug Description

The Plasma Active shell in Raring doesn't respond to touchscreen input. Other applications, including other KDE applications such as Konsole and the crash reporter do respond properly to touchscreen input. This is on the armhf build of Ubuntu using a Cando dual touch screen.

This may be related to Launchpad Bug #1162216 (https://bugs.launchpad.net/ubuntu/+source/kde-workspace/+bug/1162216)
and also to KDE Bug 312413 (https://bugs.kde.org/show_bug.cgi?id=312413).
