Disabling hibernation is justifiable if it doesn't work on a particular system. Making it the default for all systems isn't. First of all, it breaks systems in which hibernation works. If a laptop runs out of battery, the system would shut down and the user loses all unsaved files. All unsaved files wouldn't be lost if hibernation was enabled.

Secondly, hibernation was enabled in all Ubuntu releases before Precise. This lack of consistency will just make peole confused and angry.

Thirdly, disabling hibernation isn't environmentally friendly. Windows is now greener than Ubuntu.

My suggestion is

1) Keep hibernation disabled by default but allow people to enable it again from the GUI

or

2) Re-enable hibernation by default and let people to report bugs for systems in which it doesn't work
