This just happened to me. It screws up all the programs, including Konsole, Emacs and Chrome, so I cannot type unicode characters in any of them. My /etc/default/locale is good, but the setlocale.sh (which it took a lot of bug hunting to track down) overrides my choices with a locale that does not exist and cannot be generated.
