It fixes a large number of issues for ruby 3.1 compatibility.

[Why FFe is needed]

The package includes new parser implementation[1] and compiler performance improvements[2][3][4]

[How well the package is tested]

The package contains extensive upstream testsuite that test both language and the runtime.
