Can you try adding the following to /etc/apparmor.d/local/usr.sbin.dhcpd:

  network packet dgram,

And then running

sudo apparmor_parser -rT /etc/apparmor.d/usr.sbin.dhcpd

And see if restart dhcpd then works?
