Thanks for taking the time to report this bug and trying to make Ubuntu better.

This same bug was reported in Debian:

It should be fixed with this upstream commit:

https://repo.or.cz/iotop.git/commit/ab35334d374e588bec12d201fb8869c536f0545d

There are also a different workarounds than the one mentioned #2:

- sudo sysctl -w kernel.task_delayacct=1
- uninstall this package and install iotop-c instead
