I have uploaded to Debian yesterday, and it has already been auto-migrated to Ubuntu Artful Aardvark, the newest intel-microcode release (base date: 20170707).
This new upstream release fixes the hyper-threading issue (as well as several other undisclosed issues) on Skylake-X and Kaby Lake processors. It also has all the previous fixes from the previous releases (so it fixes the other Skylakes as well).
