Reproduced with Inkscape 0.48.2 on Mac OS X 10.5.8 (i386)
Not reproduced with Inkscape 0.48+devel r10645

Probably fixed with the commit for
  Bug #186432 “scaling of (r,g,b) parameters in Effects|Color|Custom... extension”
