well, i've done net install. this time it was okay.
deleted all partitions, made new ones.
the only thing i'd changed: used another mirror site (ireland) this time!
install went through successfully.

for me it sounds as if there was an inconsistent mirror.
may also have been problems with /boot partition.
if you're doing a fresh install, try this.
