Well, the dmraid package should provide these hooks, not initramfs-tools. That's the idea of the initramfs-tools hook directories. Cf the hook /usr/share/initramfs-tools/hooks/udev which is delivered by the udev package.
Ideally, dmraid would be in main, and on the installer cd, of course :)
