Confirmed. The workaround I've been using so far in /etc/initramfs-tools/modules is:

surface_aggregator
surface_aggregator_registry
surface_hid_core
surface_hid
8250_dw
intel_lpss
intel_lpss_pci
pinctrl_tigerlake

but comment #22 suggests two of those aren't necessary.
