initramfs-tools (0.139ubuntu3) hirsute; urgency=medium

  * hooks/fsck: always include fsck binaries irrespective of PASSNO value,
    otherwise initrds fail to mount rootfs and have no ability to fix the
    rootfs. LP: #1917780
