initramfs waits for 5 seconds when executing /scripts/local-premount/resume

Bug Description

I've noticed that boots on Ubuntu Yakkety have slowed down recently. I added some debug into my kernel to see where delays are occurring and I can observe 5 seconds being consumed in /scripts/local-premount/resume :

It seems that /scripts/local-premount/resume is being called and wait-for-root times out after 5 seconds. The resume script does set a 5 second timeout, so I must be hitting that for some reason.

Thank you for taking the time to report this bug and helping to make Ubuntu better. We are sorry that we do not always have the capacity to look at all reported bugs in a timely manner. There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running only once:
apport-collect 1615641

and any other logs that are relevant for this particular issue.

We may as well close this issue, I don't have that laptop any more, I don't work for Canonical any more and the boot speed regressions seem to have fallen off the CTO's "must do priority radar" otherwise this kind of regression would have had more engineering time devoted to it.
