Thank you for taking the time to report this bug and helping to make Ubuntu better. There is not enough information to debug the reason for not being able to fork. The newest report is bug #1816525 from early 2019. Since there are no recent reports I assume that the causing reason was fixed. Therefore I am closing this bug. In case you experience it again, please report back here or open a new bug report for it.
