Bug Description

Running apt -V dist-upgrade suddenly failed and printed:

W: APT had planned for dpkg to do more than it reported back (22 vs 26). Affected packages: linux-image-4.15.0-24-generic:amd64

I do not know what happened; I tried to run apt -V dist-upgrade one more time; this time it succeeded. Then I tried dpkg --configure -a which printed nothing so I assume everything went okay.
