USB keyboards do not work to enter password after upgradeing to Ubuntu 13.10 from 13.04

Bug Description

After upgrading to 13.10 from 13.04, there is no keyboard (either wireless or wired) when connected to a USB on my PC. I am unable to enter my disk unlock password upon boot, rendering the system unbootable. This was verified with a wireless keyboard with a USB dongle and a wired keyboard that connected to the computer via USB.

As a workaround, before the screen popped up for the encryption, I chose a different kernel version (last kernel installed before upgrade) and booted this method. This is not a permanent solution.
