@Human: this shows that the issue is with gnome-screensaver not running: can you investigate why?

@Biji: can you confirm that the option is indeed present in the session menu, but that only the action is not performed? In this case, you could use the test that Human just proposed to see whether gnome-screensaver is running or not. I suspect it may not run in your case.
