I'd like to point out that the user clicks the 'Unlock SIM' button corresponding to SIM1 or SIM2, so yes although the Unlock screen itself doesn't present a label, a user should be able remember which SIM they tapped unlock for. As such, I don't think should be Critical as it doesn't prevent the user from performing the desired action.
