One other issue that I originally thought was covered by this bug is:
If Wi-Fi is enabled on a Touch device, but the device has never been connected to an AP, unlike Bluetooth there's no indication on the panel that Wi-Fi is on. The only way to tell is by opening the network menu. This could lead to severe battery drain.
