Indicators - removal of IM clients does not remove IM status from menu

Bug Description

Having removed Empathy from my machine, I am still presented with the status options in the messaging menu - these are all greyed out, and therefore useless.

They should be removed in the same way that Ubuntu one, Thunderbird, etc are.

Maybe use this chance to replace the status options with a simple "do not disturb"-switch? They take up way too much space.

John: to what degree are the indicator-messaging->IM statuae intended to be omni-present, in the case that:

  (a) no application is running that can drive them?
  (b) no application is installed that can drive them?

(On the distro side, 'ubuntu-desktop' depends on Empathy, and that by removing 'ubuntu-desktop' it is by definition non-standard and a less critical issue unless it becomes relevent for say Ubuntu Business Desktop. So, for the moment this is more of an upstream Ayatana/Unity Design policy question).

This has been specified since June 2011: "The IM status section should appear: ... * not at all, if you have set up applications to use the messaging menu but none of them are setting IM status (for example, just one e-mail application)." <https://wiki.ubuntu.com/MessagingMenu#IM_status_section>

Works as expected in indicator-messages 12.10.2 (which is in quantal).

The solution failed the following process:

1) login into Unity
2) uninstall Empathy
3) Accessing Messaging Menu

The IM status options where still available.

Desired solution: IM status options shouldn't be present in the Messaging Menu after step 2.
