Python files are still packaged for Python 3.8 and 3.10

The Python files in the indicator-keyboard package are being installed in /usr/lib/python3.8 instead of /usr/lib/python3.10 in jammy. In kinetic they are correctly installed to /usr/lib/python3.10. In lunar and later they remain in 3.10 but should be in 3.11

In the end, the python files installed are apparently not necessary, being simply unit tests.
