This bug is still present today. I installed Ubuntu 20.10 in English and I am located in Belgium. System configured automatically the formats as “Belgien”, i.e. with German dates & times.
Installing French allows me to select the “Belgique” format which displays the dates & times in French. Although still inconsistent, it will be less disturbing for me.
It would be better however if the language of dates & times was the system language, independently of the regional format.
