Strange; you're even using static addressing on the non-loopback interface.
I can't think of any reason that deconfiguring a statically-configured
interface should hang, regardless of the network status.
Change the "ifdown -a" line to:
strace -f -o /var/log/ifdown-strace.log ifdown -a
then reproduce the problem on shutdown, and send ifdown-strace.log
(gzipped)
