Linux Mint is not Ubuntu. The file which should make it sufficient to set pt_BR.UTF-8 or pt_PT.UTF-8 as the regional formats locale is:
/etc/profile.d/cedilla-portuguese.sh
(belonging to the language-selector-common package)
Is that file present on Mint?
