As of Karmic, gnome-language-
When I installed Japanese support, despite having "Input methods" ticked, an IME was not installed. I had to manually install scim and scim-anthy. In previous versions of Ubuntu, this step is handled automatically.

According to the dependency list of language- support- input-ja, the ibus-anthy package should be installed. Can you please verify if that is the case?
