gtk-icon-sizes in ~/.gtkrc-2.0 does not give effect when using Human theme

Bug Description

Binary package hint: human-theme

At my resolution 1024x768 icons in the main menu and applications become very large.
To fix this, I write in '~/.gtkrc-2.0' this lines:
'gtk-icon-sizes = "panel-menu = 16,16: panel = 16,16: gtk-menu = 16,16 \
: gtk-large-toolbar = 24,24: gtk-small-toolbar = 16,16: gtk-button = 16,16 \
: gtk-dialog = 16,16: gtk-dnd = 16,16"'
However, it does not work completely because '/usr/share/themes/Human/gtk-2.0/gtkrc' already contains a string 'gtk-icon-sizes = "panel-menu = 24,24: gtk-button = 16,16"',
and '/usr/share/themes/Human/gtk-2.0/gtkrc' has a higher priority than '~/.gtkrc-2.0'.
So I had to remove 'gtk-icon-sizes' from '/usr/share/themes/Human/gtk-2.0/gtkrc'.

To fix this behaviour I propose to move 'gtk-icon-sizes' from Human theme to '/etc/gtk-2.0/gtkrc'.
