main menu's size is locked

Bug Description

Binary package hint: human-theme

In default theme (Human) main menu's size is locked i.e. user can't change it. Cause of this next line in theme file: gtk-icon-sizes = "panel-menu=24,24:gtk-button=16,16"

You want to change the icon size used in the main menu from where?

One can edit the gtkrc and the icon size will be used.
Why does the human-theme have to change this setting?

I mean that user can't change main menu's icon size in '~/.gtkrc-2.0' because '/usr/share/themes/Human/gtk-2.0/gtkrc' has highest priority. Only one theme enforces main menu's size and that is Human theme. Of course I can edit theme's file but it will be replaced after her update.

Well , not many users use that setting in the ~/.gtkrc-2.0

Changing icon sizes in ~/.gtkrc-2.0 is good way to work with different display resolutions.
