Comment 8 for bug 192176

Not commenting on the merits of this defect report, but I will point out that this has been the default in HPLIP since our first release, and was the default in HPOJ, the previous project for HP print/scan support (in other words, this default has been in place for approximately 9 years, it was not changed recently, AFAIK).
