Can you show me output of:
# sudo /usr/lib/cups/backend/usb

Also can you try the following commands and let me know if there's any change:
# hp-setup -g -i 03f0:2b17
# hp-setup -g -i -a 03f0:2b17
# hp-setup -g -i -b usb
