This bug was fixed in the package hdparm - 9.37-0ubuntu3

hdparm (9.37-0ubuntu3) precise; urgency=low

  * debian/hdparm-functions: if we're going to set -B127 on battery, we
    should also set a sane (not too low) spindown time, to avoid wearing out
    disks. LP: #952556.
