I can confirm that the contents of /etc/hdparm.conf are not affecting the drive settings in 12.04.1 LTS.

For performance reasons I need to turn off the write-cache for my SSD. I set the correct setting in /etc/hdparm.conf, but the write-cache is still on when I boot. Further, when I manually turn the write-cache off (hdparm -W0 /dev/sda), the write-cache is turned back on when the system wakes from sleep.
