I also agree with Andrea,

Seems to be related to the kernel in some way, some kernel updates exhibit the bug, others not.

I'm using a dell xps m1710, bug occurs, with power or battery, and is repeatable using kernel Linux 2.6.24-19-generic #1 SMP i686 GNU/Linux

Rolling back to the previous kernel release has provided a work around as I have had no such problems using Linux 2.6.24-18-generic #1 SMP Wed May 28 20:27:26 UTC 2008 i686 GNU/Linux,
