This seems to be a duplicate of bug: https://bugs.launchpad.net/ubuntu/+source/linux/+bug/119730/comments/82 And has nothing to do with usb transferrates but rather sata/harddisk transferrates. Setting "noatime,nodiratime" to the mount options in /etc/fstab solves the problem for me atleast.
