No, apparently due to the complexity and depth of the issue, it doesn't qualify as a papercut.

Meanwhile Mozilla has fixed the issue in Firefox by simply redesigning the "Save As..." dialog entirely. While I welcome the progress, it's frustrating that this oft-used interface will no longer be standard across all applications on the desktop - OpenOffice used to have its own unique open / close dialogs and it wasn't pretty (although perhaps more functional).
